Inside the One-Source, Zero-Evidence Rumor That Malacañang Wants You to Believe

IN Philippine politics, a rumor is born the way a cockroach enters a kitchen: through a crack nobody admits exists, at an hour nobody will account for, carrying something that will outlast everyone who tried to ignore it. The “Leni-Pacman” tandem now scuttling through Manila’s political undergrowth was born exactly this way — one anonymous source, one analyst with a pending graft case, one interview — and yet it has already been dressed in the language of inevitability. The most revealing thing about it is not what it says about Leni Robredo or Manny Pacquiao. It is what it says about the people who need it to be true.

The Architecture of a Political Marriage

Let us begin with the architecture of this supposed political marriage. A single anonymous source. A single political analyst. A single interview. That is the entire foundation upon which a national political narrative has been constructed.

Political analyst Lito Banayo told Bilyonaryo News Channel that a source inside Malacañang told him that a Robredo-Pacquiao tandem is being “eyed” for 2028. The source is unnamed. His position, his access, his motive — all unknown. Banayo himself is merely relaying what someone else allegedly said.

This is not journalism. This is telephone, played at national scale.

The Messenger

Now consider the messenger. Banayo is not a neutral observer. He is a political operative with a résumé that would make a used-car salesman blush.

In 2014, he was formally charged with graft before the Ombudsman for allegedly rigging rice import allocations worth hundreds of millions of pesos when he ran the National Food Authority (NFA). The Senate recommended the charges. The National Bureau of Investigation (NBI) found him “grossly negligent.”

A columnist at the time noted the irony that Banayo had been one of the harshest critics of alleged corruption by former First Gentleman Mike Arroyo — “a thief hates his fellow thieves,” the columnist observed.

This is the man upon whom a national political rumor now rests.

Circular Logic and a Napkin Sketch

But let us be fair. Let us assume, for a moment, that Banayo’s palace source is real, that the information is genuine, and that somewhere in the labyrinth of Malacañang, someone is actually sketching a Robredo-Pacquiao ticket on a napkin. What would that tell us?

It would tell us that the people around President Marcos are either delusional or desperate. Perhaps both.

Consider the chronology. On August 18, Marcos signs Executive Order 123, returning the National Anti-Poverty Commission (NAPC) to direct presidential oversight. On September 8 — three weeks later — Manny Pacquiao takes his oath as NAPC Secretary and Lead Convenor. Banayo connects these dots and concludes that Pacquiao’s appointment is evidence of a 2028 tandem plot.

The logic is breathtaking in its circularity. A political appointment is made. Therefore, a conspiracy exists. The conspiracy is proven by the appointment. Quod erat demonstrandum.

What Banayo ignores is the possibility — the overwhelming likelihood, really — that Pacquiao’s appointment has nothing to do with 2028 and everything to do with the mundane realities of Philippine patronage politics.

NAPC had reportedly gone “dormant” under the Department of Social Welfare and Development (DSWD), producing “little to show in terms of visible programs or deliverables.” Marcos pulled it back to the Palace because he wanted a visible anti-poverty initiative. Pacquiao, with his rags-to-riches narrative and mass appeal, was a convenient face for the job.

That is not a conspiracy. That is governance by optics, which is the only kind of governance this administration has ever known.

The Survey That Does Not Test the Hypothesis

Now let us turn to the survey data that Banayo cites as supporting evidence. The numbers are real: an OCTA Research survey conducted July 4–11 found Sara Duterte and Robin Padilla leading Robredo and Bam Aquino 48 percent to 36 percent, with 16 percent undecided.

But here is the inconvenient detail: the survey tested Robredo-Aquino, not Robredo-Pacquiao.

There is no polling data — none — showing how a Robredo-Pacquiao tandem would perform. The 36 percent figure that Banayo brandishes belongs to a different pairing entirely. To use it as evidence for the Pacquiao hypothesis is not analysis. It is fabrication by innuendo.

Robredo’s Flat Refusal

And what of Robredo herself? In April 2026, she was unambiguous: “I am certain about myself that I will no longer run for any national position”. She said she planned to seek a second term as Naga City mayor. “Three years is too short to accomplish everything,” she explained.

This is not a politician being coy. This is not a non-denial denial. This is a flat, categorical statement. For Banayo’s rumor to be true, Robredo must either be lying to the public or preparing to reverse herself. Neither possibility reflects well on the analyst making the claim.

An Ideological Hostage Situation

The ideological dimensions of this supposed partnership are equally farcical. Robredo is a progressive liberal who has championed reproductive health and LGBTQ+ rights. Pacquiao is a conservative evangelical who once compared gay people to animals, supported Duterte’s drug war, and backed the death penalty.

These are not minor differences. These are the fundamental fault lines of Philippine social politics.

A Robredo-Pacquiao ticket would not be a coalition. It would be a hostage situation.

The Bar for Political Discourse

But perhaps the most revealing aspect of this entire episode is what it says about the state of Philippine political journalism. A rumor, sourced to a single anonymous insider, relayed by a man with a pending graft case, published by a partisan news site, and amplified across social media — this is now sufficient to generate national speculation about the 2028 election.

The bar for political discourse has sunk so low that it is now underground.

What is actually happening here is simpler, and more cynical, than any grand conspiracy. Someone in the Palace — perhaps someone close to Marcos, perhaps not — is floating a trial balloon. They want to see how the public reacts to the idea of a Robredo-Pacquiao ticket. They want to gauge whether the opposition’s base would accept such a marriage of convenience, whether Pacquiao’s supporters would follow him into an alliance with a woman he once called a political opponent.

The leak is the test. Banayo is the conduit. And we, the public, are the lab rats.

The Vacuum, Not the Tandem

The real political story is not the tandem. It is the desperation that would produce such a rumor. Sara Duterte leads the polls. She has a committed base in Mindanao that approaches religious devotion. The impeachment trial against her, rather than destroying her, may be strengthening her narrative of persecution.

The opposition, meanwhile, is in disarray. Robredo has withdrawn. Aquino has declined the vice presidency. Padilla, Duterte’s supposed running mate, has said he does not want the job.

The anti-Duterte forces are leaderless, rudderless, and running out of time.

In that vacuum, a fantasy emerges: What if we could combine Robredo’s grassroots network with Pacquiao’s mass appeal? What if we could build a coalition that spans Luzon and Mindanao, urban and rural, reformist and populist?

It is a beautiful theory. It is also, on the available evidence, a complete fiction.

The only thing this rumor proves is that the people who want to stop Sara Duterte are willing to believe in fairy tales. And in Philippine politics, fairy tales have a way of ending badly.
